Act to Amend Some Nepal Acts 2082 — Two Critical Changes

1. Deposit Deadline Extended: 15 days → 25 days Employers now have 25 days after the end of each Nepali month to deposit SSF contributions — up from 15 days. This reduces the risk of accidental late deposits for payroll processed at month-end. [Source: Act to Amend Some Nepal Acts 2082, Nepal Gazette 2082/04/14]
2. Section 9(6) Added — Employer Personal Liability If an employee suffers a workplace accident or occupational disease death during a period when the employer has not deposited SSF contributions, the employer is personally liable for the full SSF-equivalent benefit from their own funds. FY 2082/83 (2025/26) Annual Budget Announcement

Salary Ceiling Raised + New Government Employee Enrollment

Salary Ceiling: NPR 3,00,000 → NPR 3,50,000/month The maximum basic salary on which SSF contributions are calculated has been raised to NPR 3,50,000 per month (from NPR 3,00,000 in FY 2081/82). Employees with basic salaries above this ceiling still receive full SSF coverage. [Source: FY 2082/83 Budget · ssf.gov.np]
New Government Employees Now in SSF Government employees appointed from FY 2082/83 onwards are enrolled in SSF instead of the old civil service pension scheme. Pre-existing civil servants remain in the old system. [Source: FY 2082/83 Budget · MoLESS]
FY 2023/24 Scheme Launch

Informal Sector / Self-Employed Voluntary Scheme Launched

Freelancers, self-employed, and informal workers can now join SSF Contribution rate: 9.37% from the individual + 9.37% matched by the government = 18.74% total (lower than the formal sector's 31%). Register at selfcontributor.ssf.gov.np. Eligible: freelancers, domestic workers, farmers, drivers, artists, cooperative workers, and all informal sector workers. MAY 22, 2019 Mandatory enrollment commences

Mandatory Contributions Go Live for Private Sector

All private sector employers required to register and begin monthly contribution deposits. Nepal Gazette had published enrollment as binding from November 12, 2018, with contributions starting May 22, 2019.

2018 — BS 2075 Operating Procedure published

Social Security Scheme Operating Procedure 2075 Published

The Operating Procedure established scheme rates, benefit limits, waiting periods, and claim processes for all 4 SSF benefit schemes (Medical, Accident, Dependent Family, Pension). This document remains the primary operational guideline.

2017 — BS 2074 Act passed

Contribution Based Social Security Act 2074 Enacted

The primary legislation establishing SSF — contribution rates (11% employee, 20% employer), mandatory registration, SSFID system, penalty structure, and the four-scheme framework.

Pending / Currently Unverified

⚠️ Pension Formula — Unverified as of May 2026 Two conflicting pension calculation formulas have been found in different official documents:
  • Formula A: (Average basic salary last 3 years × Total months contributed) ÷ 180
  • Formula B: (Total Contributions + Investment Returns) ÷ 160
