Foreign nationals: same 31%, all 4 schemes. Retire Fund: withdraw when leaving Nepal. Nepali migrants abroad: voluntary scheme available.

Freelancers, self-employed, domestic workers, and informal sector workers can join at selfcontributor.ssf.gov.np. Rate: 9.37% self + 9.37% government = 18.74% total.
